How much does it cost to use Express Online Banking and Bill Pay Service?

The use of the Express Online Banking and Bill Pay Service is "Totally Free". The system will allow you to obtain account balances, review account transaction activity, make real time transfers between checking, statement savings and passbook savings accounts and make real time transfers to make a loan payment. The system also offers an electronic check register, the ability to categorize income and expenses and a reports function that offers features usually found only in stand-alone financial software packages. In addition, you are able to communicate with Express Online Banking Customer Service via secure e-mail and submit secure forms in order to complete routine banking applications and functions.

Between the Online services combined at absolutely no cost to you, this is an exceptional value based on the convenience alone, but also consider that by using the Express Online Bill Payment Service, you will not only save time, but also the expense of stamps, envelopes and trips to the post office.

Exactly what equipment and software do I need to access the Express Online Banking and Bill Payment Service?

You will need an Internet Service Provider (ISP), a modem (the faster the better, but at least 28,800 baud or higher is recommended), and Browser software which supports 128-bit encryption, Secure Sockets Layer 3.0 (SSL).

For best results, we recommend Microsoft Internet Explorer 7 or higher or Mozilla Firefox 3 or higher. In all cases it is important that you be on the most recent release of whatever version you are on. To find out if you are using a browser version that supports SSL: Open your Internet Explorer, go to "Help", then "About Internet Explorer". Some information will appear. You want to look for Cipher Strength.

In most cases, the Netscape or Internet Explorer browser can be found either on the desktop or under Windows Start - Programs. If you do not have Netscape or Internet Explorer on your computer, you can download the latest versions of either for free at the following Web addresses:

I have a Mac computer - Can I use Express Online Banking?

Yes, many of our customers are Macintosh users and do not experience service problems. If you do experience problems, we will attempt to assist you, however, technically, Express Online Banking does not support Macintosh users and we may not have a solution to a particular problem. Unfortunately, Macintosh users who use AOL as their ISP will not be able to access Express Online Banking.

Is the Internet safe and secure for online banking?

Yes. We use 128-bit encryption: Secure Socket Layer 3.0 (SSL) for all communications including transactions and use of the "Mail Box" function within the system. This is currently the highest level of security available for Internet transactions. Security begins with your browser session. To protect transactions, we only accept logins originating from a browser that supports the highest level of encryption (128-bit). Encryption prevents transactions from being read by unauthorized parties over the Internet.

It does not matter whether you have 40-bit or 128-bit encryption because we will create a 128-bit encrypted session for you. For more information about security, see Security.

Can anyone else see my account information? Is it out in the public domain?

No. Your online account information is available through access methods that have been rigorously tested for security accessibility. The information is not public. Only you can access it using your Sign-On ID and Password.

You can help safeguard your information and the banking systems by protecting your Sign-On ID and Password. A proper combination of your Sign-On ID and Password is the only way to get access to your account. Please be careful to keep this information secure and always sign-off as soon as you have completed your Express Online Banking transactions.

Can Express Online Banking remember my Sign-On ID and Password?

No. For security reasons, Express Online Banking will not remember a Sign-On ID or Password. You will have to enter both these items each time you begin a session with Express Online Banking. To change your password, click on "Options" and follow the instructions.

What if Express Online Banking goes down? Will my payments be made, will my transfers be completed?

If Express Online Banking and all of our back up systems were to go down, you can be comfortable that any transaction that you completed prior to the system going down, will go through. If you were in the middle of a transaction and there is some question as to whether the system has received the request, you may feel free to contact the Customer Service Desk at 315-592-3159 to ensure that your transaction request has been accepted.

What types of accounts can be linked to and are accessible through Express Online Banking?

You can link all of the accounts for which you have ownership rights to Express Online Banking and thereby access all of these accounts through Express Online Banking. In addition, if you open accounts at a later date, you have the option of linking them to Express Online Banking at any time. Please note that balances and account histories will be available for all of these accounts, but that some types of accounts will be limited as to what transactions customers are able to complete online.

How do I add an account to Express Online Banking after my original Express Online Banking Enrollment?

Use the "Add Account" button on the "Accounts" page. Complete the form and click "Continue" to submit your request. This process will take no more than two business days. When you see the new account appear on your "Accounts" page, you will know that it has been added and is ready to use with Express Online Banking. Do not re-enroll in order to add accounts. If you have already enrolled as an Express Online Banking user, but have not received your password yet, please wait until receiving this information before requesting that accounts be added to Express Online Banking by using the "Add Account" button.

How do I customize the name of an account on the "Accounts" page to suit my purposes?

Use the "Edit Account" button on the "Accounts" page to rename an account that is already linked to Express Online Banking. Complete the form and click "Continue" to submit your request. This change will be effective immediately. Please note that this will only rename your account on Express Online Banking and will not affect the Bank's main customer database.

How current is my account information using Express Online Banking?

All posted transactions are immediately viewable as Express Online Banking is online/real time with the Bank's main customer database. Transactions such as transfers between two online accounts will update the main customer database immediately. However, some transactions, such as foreign ATM and debit card transactions do not immediately post to your account upon completion. Therefore they are delayed in appearing in the main customer database and thus are also delayed in appearing on Express Online Banking.

How do I view the image of a check that has been paid?

Express Online Banking provides you with access to images of checks that have cleared your checking and/or money market accounts. The image of the front of the check can be retrieved by selecting the Main Menu option "Register" and then in the "Num" column clicking on the check number. If you wish to retrieve the back of the check, click on "Back of the Check" underneath the check image.

Can I have more than one checking account linked to Express Online Banking and therefore pay bills from multiple checking accounts?

Yes. All of your checking accounts can be linked to Express Online Banking thus enabling you to pay bills from one or more of your checking accounts. Please note that only checking accounts can be linked to the bill payment function and be used to process bill payment requests.

Both "DBAs" and "Organizations" should be enrolled as a "Personal" in Express Online Banking.

What other services does Express Online Banking offer besides Account Balances, Online Register, Online Transfers, and Bill Payments?

Express Online Banking also offers "Secure Forms". If you would like to access a secure form, from the main menu select "Other Services" and you will be presented with a selection of "Secure Forms". Due to the fact that these forms are on a Sign-On ID and Password protected system, they can be used to request a variety of account services from Fulton Savings Bank without having to visit a branch office in person. Please note that these forms represent requests only and will be processed during regular business hours on Bank business days.

I can view other areas of the Fulton Savings Bank's website, but I can't connect to Express Online Banking. What's wrong?

If you are able to view other areas of our website, but you are unable to access Express Online Banking, it may indicate that you are having a problem accessing secured sites in general. Both your browser and Internet Service Provider must support secured sites. Refer to the requirements for using Express Online Banking. Using other browsers may also prevent access to Express Online Banking. Another reason that you might not be able to access Express Online Banking is that your cookies may not be enabled. In order to enter the secure encrypted site you must accept the cookies.

What if I don't sign up for the Bill Payment service initially and later decide that I want to sign up?

You can sign up for the Express Online Bill Payment Service at any time. Just click on the main menu option entitled "Bill Payments". The "Bill Payments" screen will then indicate that you are not currently enrolled. Follow the simple enrollment instructions and you will be able to start using the service as soon as your enrollment has been processed and you receive an email confirmation. If you do not see a "Bill Payments" button, send an email using the "Mail Box" function in Express Online Banking requesting to initiate the Bill Payment service. Within two (2) business days you will be notified, via the "Mail Box" function, that you can begin using the service.

Whom can I Pay?

You can pay virtually anyone in the United States - from national bank cards, mortgage companies, auto loans, and department stores to the newspaper carrier. Payees that are not eligible for the payment guarantee through this service include governmental agencies, including but not limited to, the Internal Revenue Service, all state and local tax authorities, collection agencies, as well as recipients of court-ordered payments like child support or alimony. However, payments to government agencies for utilities such as water are permitted. Also not eligible for payment are any organizations or individuals outside of the United States.

When can I schedule the first payment to a new Payee that I just set-up?

You may set-up a Payee and schedule the first payment as soon as you receive your email confirmation. If for any reason the Payee information cannot be verified or is in some way incorrect, you will be notified via this online messaging service so that you may correct the Payee information and reschedule a new payment.

How far into the future can a scheduled recurring payment be made for?

Recurring payments can be scheduled for up to 40 years from Today's date. After the recurring payment is scheduled, only the next payment in the recurring cycle will be displayed in online activity.

How do I delete a payment that I scheduled for today?

If you are still in the same session during which you scheduled the payment, you can delete it from the scheduled payments list or the Payment Center list. Click on the trashcan icon next to the payment to initiate the delete. If you have exited the session, you cannot delete the today payment because the transaction has already been completed.

When are payments processed?

Today payments, payments where the date the user submits the payment and the send on date are the same, start to execute immediately after you log out of the session by debiting your account. Today payments submitted before 12:00pm ET on a business day will be debited and processed on the same day, otherwise, the payment will process on the following business day.

Future scheduled payments are debited on the same day as their send on date, and processed on the scheduled payment send date. However, if the payment's send date falls on a Saturday, Sunday or holiday, the payment will be processed on the next business day after the send on date. You have the right to stop or change any scheduled payment. You must cancel the payment by no later than 11:59 p.m. Eastern time, the night before the scheduled payment date, by using the DELETE function on the Express Online Banking "Payment Center" screen.Based upon the payment delivery method (electronic or check) and time of payment submission the delivery date of the payment may vary. The delivery date will be displayed to you on all payment scheduling and confirmation screens. Please be sure to schedule all payments so the delivery date is on or before the due date of the payment.

What is the Payment Guarantee?

If a properly scheduled payment is not received and posted on time by the payee, we will attempt to have any late fees or assessed finance charges removed. (Finance charges are calculated based on your payment amount rather than your entire balance.) If the payee is unwilling or unable to remove them, we will pay the fees and finance charges directly to the payee. In addition, we will attempt to have your account noted appropriately to ensure that the situation does not negatively impact your credit rating.

The Payment Guarantee applies to late fees and/or finance charges associated with the late posting of a payment, provided that the following conditions are met:

The payment was scheduled to be delivered on or before the due date of your bill, excluding any grace periods. (The one exception to this guideline is that mortgage payments may be scheduled so that the payment is sent on or before the due date, excluding grace periods. For example, a mortgage payment due on July 1st, with a 15-day grace period, must have a "Send On" date no later than July 1st.)

Excluded Payees/Payments from Guarantee include:

  • Unprocessed payments due to debit failures
  • Payments to settle securities transactions
  • Payments to payoff special or delayed financing for purchases
  • Payments to credit counseling agencies who pay creditors on your behalf

The payment was not made to a prohibited payee. Payments to the following payees are NOT Guaranteed through this service:

  • Payments to payees outside of the United States
  • Court-ordered payments such as alimony, child support, speeding tickets, etc.
  • Tax entities
  • Collection agencies

Excluded Merchants: Payees are eligible for payment but are not guaranteed through this service include governmental agencies including but not limited to the Internal Revenue Service, all state and local tax authorities, collection agencies, as well as recipients of court-ordered payments like child support or alimony. Any organizations or individuals outside of the United States are also excluded. Payments to government agencies for utilities such as water are permitted. If a payment is made to an excluded merchant, the Payment Guarantee does not apply and this service will not be liable for any fees or other penalties associated with that payment.

What if my payment is late, and I am charged finance charges?

If we tell you to schedule the payment so the Deliver By date is on or before its due date and the payment was still late, then we will take the responsibility. On the other hand, if you did not schedule the payment so Delivery By date is on or before the due date, you will be responsible for any late fees. Be particularly aware of mortgage due dates and bank holidays.

You can access the accounts that were designated when you signed up for this service. You also may be able to add additional accounts if they are available by contacting your branch.

What happens if I have insufficient funds to cover a payment?

This online service will confirm a today transaction only if you have sufficient funds in your funding account to cover it. Future-dated transactions are stored by the system, but the funds are not debited from your account until the scheduled transaction date. If a payment fails due to insufficient funds, the payment will be subject to the OOPs! program. If the payment fails for any other reasons, an email message will be sent.

What is the cut-off time for processing a bill payment?

Bill Payments that are requested for processing before approximately 12:00 p.m. on a particular business day will be processed at the end of the session. If that is a weekend or a Bank holiday, they will be processed on the next business day.

What happens if I schedule a payment that falls on a Saturday?

Payments scheduled on Saturday, Sunday or holidays will be debited on the same day as their send date, and processed next business day. The payment will be made on the next business day. The following table shows the timing for each type of Online Banking payment.

What should I do if a payee has not posted my payment?

You need to allow several business days (1-2 for electronic and 5 for paper checks) for your payee to process your payment. If your payee has not posted the payment to your account after at least seven (5) business days, send a message through the "Mail Box" function in Express Online Banking to Express Online Banking Customer Service or call the Fulton Savings Bank Customer Service Department at (315) 592-3159 during regular business hours to inquire about the status of the payment. Be sure to provide your full name, dollar amount and date of the transaction and the item's reference number. The reference number is displayed on the "Payment Center" screen. The payment will then be traced and a status response will be sent to you via the Express Online Banking "Mail Box" function.

What if I make an error on a bill payment request? How do I change the amount, the payee or cancel the entire transaction?

From the Payment Center or Payment Activity screens, you can change the dates, amounts and the account to pay from for payments that you scheduled earlier in this online session or in a previous session. However, you may only change a payment scheduled for Today during the session when you first entered it. If you want to change the Payee for a scheduled payment, you must first delete the payment and then schedule a new payment to a different payee.

Click on the Change icon next to the payment that you want to modify. A check image with the details of the payment you selected will be displayed. If you selected a Recurring payment, you will specify whether you want to change all of the scheduled recurring payments or only the next payment. Enter the changes in the fields of the check image. Then click on the Change Payment button and note the reference number that appears on the screen; it is your electronic receipt.

Any changes you made will appear in Payment Center and Payment Activity submitted.

If you selected a Recurring Payment and changed This Payment Only, the changed payment appears separately in the list of scheduled payments with either today's date or a date in the future.

Deleting a Payment From the Payment Center or Payment Activity screens, you can delete payments that you scheduled earlier in this online session or in a previous session. Expedited Payments cannot be deleted. Click on the Delete icon next to the payment that you want to delete. A check image with the details of the payment you selected will be displayed. If you selected a Recurring payment, you will specify whether you want to delete all the scheduled recurring payments or only the next payment. Click the "Delete Payment" button.

Can I make a bill payment from a line of credit account such as a home equity line of credit?

No, you can only make bill payments from a checking account. Therefore, you must deposit or transfer money into a checking account before requesting that a payment be made.

What transactions can be completed using the main menu option entitled "Transfer Funds"?

The main menu option "Transfer Funds" enables you to transfer funds between checking, statement savings and passbook savings accounts. In addition, funds can be transferred from checking, statement savings and passbook savings accounts to make a regular loan payment or to make a principal payment. Please note that some types of loans may not be able to have payments applied through Express Online Banking.

Every time that you use a passbook savings account for a transfer of funds transaction, you will receive a Regulation "E" statement in the mail.

You may also pay-down a home equity line of credit for any amount, even paying the balance down to zero without closing out the line of credit.

What is a Regulation "E" Statement?

Passbook Savings Account terms require that the passbook be presented with any request for withdrawal. In order for Fulton Savings Bank to allow electronic transactions, on passbook accounts; Fulton Savings Bank has to follow Federal Regulation "E" set forth by FDIC stating that a monthly statement is mailed out to all recipients each time a passbook has been used for the purpose of any electronic transaction.

What is the "Transfer Funds" cut-off time? What about recurring transfers?

A transfer initiated before 8:00 PM (EST) on a business day is posted to your account the same day. All transfers completed after 8:00 PM (EST) on a business day or on a Saturday, Sunday, or banking holiday, will be posted on the next business day. Future-dated or recurring transfers are made at approximately 11:00 a.m. on the date requested. If the future-dated or recurring transfer is scheduled to be processed on a weekend or a bank holiday, it will be done on either the business day prior to or after the scheduled date. If the transfer is to be made on a Saturday, it will be processed on the previous Friday or business day; if the transfer is to be made on a Sunday, it will be processed on the Monday after or the next business day.

How many transfers per statement cycle can I make from my checking, statement savings or money market accounts?

Transfers out of statement savings or passbook savings accounts processed using Express Online Banking do count toward the allowable maximum number of "pre-authorized" transfers per statement cycle. Currently, a maximum of six such transfers is allowed within a statement cycle per account. Checking accounts do not apply to this limitation. For details, please refer to the Fulton Savings Bank Deposit Account Agreement that you received upon opening these accounts or call any of our offices to obtain a new deposit account agreement or clarification on this federally mandated limitation.

Can I see the due date for my next loan payment and the amount due?

Yes. In the "Accounts" screen, click the "Details" link that appears to the left of the loan account. This will display important information about your loan account including the next due date and the amount due.

I have already set up automatic transfer instructions through a Fulton Savings Bank branch office. Can I edit or cancel these instructions using Express Online Banking?

You can cancel existing transfer instructions by sending us cancellation instructions in the "Special Instructions or Additional Information" area of the secure form entitled "Money Transfer Internal/Recurring" and then if appropriate, you can use the same secure form to establish new transfer instructions.

Does Express Online Banking Work with personal financial software such as Microsoft Money/Quicken?

Yes, Express Online Banking was designed to be highly compatible with Microsoft Money/Quicken. We have achieved this compatibility by building an industry-standard Quicken Interchange Format (QIF) downloading capability right into Express Online Banking. This format works with Microsoft Money/Quicken. We support Money 2003 until most recent software update. You can access the downloading for Microsoft Money/Quicken from the link that appears on the top right-hand side of the Express Online Banking account summary screen.
